Housed within OOR’s Strategic Interdisciplinary Research (SIR) division, our team of Proposal Strategy and Development Specialists provide support at every stage of the proposal development process, from one-page concept papers to large-scale, interdisciplinary proposal initiatives.

Phased Proposal Development Process
The three-phase strategic proposal development process begins well before writing starts. This process includes critical steps for developing a competitive proposal, including storylining, identifying your win differentiators, and building partnerships, infrastructure, and management strategies.
